CONSTITUTION Delaware Student Chapter of the American Water Resource Association

ARTICLE 1. NAME
1.1 Student Chapter of the American Water Resources Association (AWRA) at the University of Delaware.

ARTICLE 2. MEMBERSHIP
2.1 Any registered student, full-time, part-time or sustaining status at the University of Delaware is eligible for membership.
2.2 A membership fee of $5 per year is required.

ARTICLE 3. OBJECTIVES
The objectives of the Chapter are:
3.1 Collecting, organizing, and disseminating ideas and information in the field of water resources. 
3.2 Providing a means of interaction within the water resources community. 
3.3 Representation of membership in the campus community. 
3.4 Providing information about the Chapter to incoming students. 
3.5 Promote regionally and locally the objective of the Association. 
3.6 Encourage membership in the Association. 
3.7 Arrange such regional and local conferences or seminars as deemed valuable. 
3.8 Make recommendations to the Board of Directors on the conducts of the affairs of the Association. 
3.9 Provide social and networking opportunities to students. 
3.10 Participate in the professional development of students.

ARTICLE 4. MEETINGS
4.1 A business meeting will be held within the first two weeks of each semester of the academic year (except summer). Additional meetings will be held throughout the semester. 
4.2 The student body of the Chapter shall be made aware of general meetings with a minimum notice of forty-eight hours from the start of the meeting; if the by-law changes are to be voted on at the meeting, there shall be a minimum notice of two weeks. 
4.3 Fifty percent (50%) of the Active Members of the Chapter shall constitute a quorum.

ARTICLE 5. OFFICERS 
5.1 The Delaware student Chapter will have four (4) elected Officer positions: President, Vice President, Secretary, and Treasurer. 
5.2 The officers will constitute the Executive Committee, with duties defined in

ARTICLE 6. ADVISORS 
6.1 There will be two advisors, both members of AWRA and at least one a faculty member of the University of Delaware. 
6.2 All Chapter officers must be members (student members) of the National AWRA. 
6.3 All Chapter officers shall be full-time graduate students of the University.

ARTICLE 7. RESPONSIBILITIES 
7.1 The President shall: 
7.11 be the official representative of the Chapter and is responsible for organizing and presiding over meetings. 
7.21 act as moderator at all Chapter and general student body meetings. 
7.2 The Vice President shall: 
7.21 perform the duties of the President when the latter is absent. 
7.22 be responsible for organizing one social event per academic year. 
7.3 The Secretary shall: 
7.31 administer correspondence and records minutes of the meetings and keeps the National AWRA informed about the Student Chapter activities. 
7.32 be responsible for the administration of elections, unless running for an office. 
7.4 The Treasurer shall: 
7.41 administer, with the approval of the Executive Committee, all money transactions of the Chapter and will perform the duties of the Secretary when the latter is absent.
7.5 The Executive Committee, by a majority vote: 
7.51 Designs the policy of the Chapter. 
7.52 Initiates the activities of the Chapter. 
7.53 Appoints committees, contingent upon acceptance of the appointees.
7.54. Informs the Chapter on policy intentions at each business meeting. Authority to implement policy is contingent upon majority approval by Chapter members present at the business meeting. 
7.6 All Chapter officers: 
7.61 must be in “good standing” as defined by University standards. 
7.62 must attend all student meetings, unless excused by President. 
7.63 must be available to attend at least three-fourths (3/4) of all meetings and activities. 
7.64 assist Secretary with dissemination of information.

ARTICLE 8. ELECTIONS
8.1 The outgoing Executive Committee (of the advisors if no Executive Committee at the time) will conduct secret ballot elections for the fall semester before April 30.
8.2 Votes may be submitted via e-mail within 48 hours of elections.
8.3 Special elections for vacated offices will be conducted by the remaining officers.

ARTICLE 9. DISSOLUTION 
9.1 The Chapter may be dissolved by a majority vote of the total membership, or by the Board of Directors of the National AWRA for just cause or if the Chapter becomes inactive. 
9.2 If dissolution is favorably acted upon, all just debts shall be paid out of funds of the Chapter, and all remaining Chapter funds and other assets, together with all Chapter records and files, shall be transferred to the National AWRA.

ARTICLE 10. AMENDMENTS 
10.1 The By-Laws may be amended at any business meeting by a two-thirds majority vote by the one-tenth quorum (1/10) of the student body.
